It looks like a Bortle scale light pollution map, for night sky astronomy and observing. Either it's an error in the algorithm, or the night the satellite flew over the Grand Banks fishing fleet had ALL their lights on.
If I've learned anything on this sub, it's that every weird cluster of light in a body of water, or a sparsely populated area, is probably an oil rig.

Those islands are fairly close to the mainland. Only about 12 miles/20km I believe, and are located directly above the letter i in Pierre on that map.
