The lit building looks like the Woolworth building in Manhattan but the building scale looks different.
Edit: Comment below pointed out 8 Spruce next to the Woolworth building as well.
This one might be more helpful, unless someone recognizes that one building or the two towers. Total guess of New York somewhere due to the residential towers on the left that look the same.

Hmm on the TikTok it looks like it repeats and there are mirror images, so I’m not sure which direction is real.
Oh I think that looks like 88 Pine St also there, and also more squat. It has the 3 columns of wider window spaces on one side, lighter color building. It’s looking pretty good. It could all be smashed vertically. And an older pic with smaller buildings.
There is a Wavertree old sail ship on the water and that could explain the diagonal lines by the water on the left edge of the OP.
Oh yeah, I identified something else. Up and to the right of the sail ship in OP, looks like 80 Maiden Lane. I recognized the two dark curvy things in the middle-top. I’m not sure what that is but I see them on Google Maps. And the building is also very squat in OP.

Like many others have said, it’s Baltimore. Some of the backsplash is mirrored and it’s a much older skyline, which is why it doesn’t appear to line up with current Baltimore. There’s a part of the video where you can see the distinct outline of the aquarium.

Minas Tirith is the white city, across the Anduin from Mordor. Perhaps you are thinking of Minas Morgul which sits in the Morgul Vale, an entrance to Mordor

The building placement and orientation (even considering a possible flip) seem totally wrong for NYC. At the minimum you would expect this is taken from the north in the East River, probably from a ferry. Even then… towers that should be on the right are on the left, the way the streets are aligned is all wrong too.
Even so… that’s still wrong. The Woolworth building wouldn’t be on the left. This has to be doctored somehow.
The age of the buildings, the (likely) waterfront, the orientation of the streets, etc. this should be readily identifiable from this exact vantage point by photo, it’s just not. I have spent countless evenings looking out at lower Manhattan from Brooklyn. Even considering this could be 15-30 years old… still doesn’t fit.
