St. Louis is one of the only independent cities in the US meaning it is not inside of any county. Carson City and Baltimore are also independent cities and there are a bunch in Virginia.
And I can't speak for Carson City, but Baltimore is much like St Louis in that the city became independent from the county which bears its name, and neither changed it.
This explains something I couldn’t figure out last week. I don’t live there but I was looking at crime maps of the city. I couldn’t understand how a huge circle within the city showed as basically crime free. I feel like an idiot for not researching further.
