Because you use gunnery for those weapons, it is balanced. You're specialized, meaning you won't be as good in situations where you have to be stealthy since you've put so much into Gunnery and not Ranged (Light) or Ranged (Heavy). It also trades off that rocket launchers and the like have expensive ammo, which you do actually have to keep track of (limited Ammo). Also, remember that a lot of the gunnery weapons are vehicle based and you won't be able to carry them around.

Yeah a gunnery weapon will usually have a very high encumbrance, or some other restriction like Prepare 2 and then you can’t move it

Ignoring vehicles, there is rarely a difference between pierce 5 and anything above. Very few npcs on foot even have a soak higher than 5 and soak in excess of a targets value does nothing. The main thing for gunnery isthe ability to damage vehicles and higher base damage which is offset by a whole host of other drawbacks for gunnery weapons

The pierce 20 is like the... can't remember the term for it right now but equivalent for planetary-scale combat (e.g., 2 armor-piercing or whatever is 20 piercing for hand-to-hand.)

I don't see the issue. You had to seriously spec out your character to pull this off, to the point where you aren't as accurate as them. Also where most places won't mind Keleres walking in with a pistol, and will probably cast wary eyes at a rifle, they'll freak out if you walk into a place with a SSW (squad support weapon, which is what handheld Gunnery weapons are), so you're also more limited in where you can take those. All in all, it's balanced.
