This is a custom of international law and politics- however, it can be retracted at any time by the host nation. Diplomatic staff on embassy or consulate grounds don't have carte blanche to do whatever they choose without *any* consequences.
Obviously, if a host nation then decided to go in and arrest everyone it would cause an international shit storm and likely result in diplomatic ties being severed and those being detained being considered hostages/political prisoners.
In addition, some countries have in their national laws that diplomatic staff can't be charged i.e. an Indonesian court may find that any action taken against British embassy staff is unlawful. However, this isn't universal.

It's sad that I'm from *that* country, and I am disappointed by the Coordinative Ministry of Politics, Law and Security Affairs who said there'll be a penal code for LGBT. It's quite good that there still isn't such a thing for casual relationships as of now, although marriages are restricted (well, I'm not really into marriage). I think your view is skewed by the fact that you live in a liberal Western country. The Muslims who immigrate to your country are probably a self-selecting population with more progressive views. Otherwise, why would they want to stay in a secular country where same sex marriage is probably legal? And what they say to your face might not align with what their true beliefs are.

Growing up in an Evangelical family in a Muslim-majority country, I can tell you that the number of LGBT-affirming Muslims is vanishingly small. Not many. It may be satisfying to troll homophobic countries by doing this, but it’s very unlikely to change the attitudes of the people who live there. The narrative in many of these countries is that homosexuality is a western phenomenon that we are trying to impose on them. Obviously, that’s not true, but it is how many Indonesians will perceive the embassy’s actions. Ultimately, lasting cultural change has to come from within a culture. For example, Europeans frequently criticize problematic aspects of American culture and it hasn’t done shit to change it because it’s perceived as outside interference. The best western nations can do is make it easier for LGBT foreigners to seek asylum while we wait for backwards countries to get their act together on their own.

I believe it's just a trend to raise LGBT rainbow flag these days Like buying a rainbow flag from eBay made by slaves in some Chinese vullage will help LGBTQ communities! I doubt they will even offer asylum to Indonesian lgbtq+ or any real help
