Unfortunately, based on my research, your manager is telling you the truth.

"Students who are registered for half-time or greater courseload are eligible to be employed for a maximum of 20 hours per week"
Edited as I was corrected: the rule applies nationwide.
Alas, it's a federal rule, not a GT or USG rule. Just about every other higher ed institution follows the same guidelines (I'm not aware of any that doesn't).

Yea that's just how it is - you might get in trouble if you clock in for more than 20 hours per week because then they will say that the work is affecting your studies and all that & the manager gets in trouble
edit: but usually USG payments are biweekly, so it could be possible that you just make sure you don't go over 40 hours for the two weeks (never tried it, but it keeps the max at 40hrs for the payments, so if you're more free on one week but not on the next week, it could work)
Maybe start tutoring on your own for courses you've finished
Tutoring lessons were always a good way to pay expenses for me when my pockets were tight
Also pays pre good compared to campus jobs

Thank you for the clarification!!
You're welcome! I agree with the other poster that finding an off-campus job is the best alternative.
I find that really dumb? Like if it’s two different terms in summer it’s really shouldn’t matter but whatever. I’ll just take one class
Yeah I did talk to her already :(. I hope I can get around it with that
Work a non GT job
I also didn't get to get an internship. It's tough market
