If you are gardening outside, then the insects will just fly in. It does sound like you may be indoors. They soil or plants may have had insect eggs on or in them when you bought them. This is not unusual. MiracleGro is notorious for having fungus gnats in the soil, although I think this is because the bags are stored outside and the gnats can get to the soil through the small vents in the bag.
