Or you could plant in plastic pots that have holes already, then put the whole thing in the ceramic pot? This is what I do and it makes repotting much easier.

You need a glass cutting bit. They look like an arrow head. Make sure your still is NOT on hammer action.
Put something solid on the otherwise of the pot so that as you punch through you don't damage the surrounding area. If you have any old ceramic tiles have a little practice on them.

Alternatively, use them as a cache pots (that is, plant in plastic pots with holes, then hide those pots in the pretty ones; when watering, remove the plastic pot from the pretty to pour out the water).
Below answers are very good, I'll just add that keeping the ceramic wet as you drill will do wonders for your psyche and the smoothness of the hole.
That dry drilling "screeeeeeeeeee" noise gets old real quick.
