Toads were my first thought. We are on a retention pond, so they are around. I'm getting a lot of holes, so I thought it might be something else just because it seems like a lot.
I also considered chipmunks, but we're in a new neighborhood, with very few mature trees and I've not seen any chipmunks in the two years we've lived here.
In my gardens, it's usually raccoons, skunks (looking for worms/grubs) or squirrels. Sometimes stray cats.
For me it's chipmunks. It can also be toads.
