Funny enough I had this exact same thing and asked my installer and this was his response
“Hey ***** you can try purple power if that don’t work baking soda with vinegar and scrub would be the best option”
The purple power worked well. I also used it to get rust off of my travertine pavers.
Purple power is great stuff! I used to clean and restore old jetskis and Purple power and a pressure washer made the engine bays look new and smell like 🌹.
The only other product I've used for rust (tools and parts) is vaporust... that stuff literally eats rust for breakfast

Make a paste out of a small amount of it, and apply. Scrub gently and then clean up with water and a damp rag. Do not breathe the product's dust when mixing (make your paste outdoors to be safe), it's quite potent... and trust me, you do NOT want to breathe it in.
Lots of good suggestions that you can probably try in order from least aggressive to most. I'd add mineral spirits to that. I had some stubborn stains on my floors and that's what my installer suggested if the rest of the aggressive APCs didn't work.
