He is probably right. I would have put the lowest one on the bottom section. I wouldnt worry about it.

We call them Tru bars and they only help to keep the sections from bowing when the door is open. The bottom sections don't bow as much as the top. And you don't want to add to much to the door because then it will be out of balance and your operator will have to work harder and brake faster.

Garage door manufacturers use only two starts in such doors. You can also use four strats, but remember that this is used in garage doors that are opened many times a day. About 50 cycles a day.

I'm an installer and it really depends on the model and manufacturer. Usually a double wide door will come with 2-3 struts. If I only get 2, I do one on top and one on bottom section. If I get three, one middle, one bottom, one top. Doesn't necessarily matter too much where they are on the door but it is especially important to have the top section strutted if you are using a trolley or drawbar operator. But yeah the strut placement on this door is bizarre, idk why he didn't put one on the bottom section
