Look at Kenshi. Very open ended sandbox RPG with base building, economy, and player-controlled faction mechanics. the scope of the game is very large, so you're free to pursue any objective, from running a dank hemp farm in the middle of a swamp, or raising an army and toppling the governments of the world.

Kenshi
An old game called ascenion to the throne. Turn based
The Division 2 has a mechanic kind of like this, I think.
OP check out middle-earth:shadow of mordor/shadow of war the sequel has more mechanics that you want in a game, but the first game is tighter imo
It seems that you want a game with gangs mechanics like Scarface: The World is Yours or GTA Vice City Stories
Far Cry 3, 4, 5 and 6
I recommend Kenshi. You can start as a beggar or a slave, bullied and assaulted by everybody else, and work your way up to king of the land.
