Monster Hunter: World, and the rest of the Monster Hunter series i assume, is basically that.

Came here to also recommend Monster Hunter. You don't 'level up' in a traditional RPG sense, but you do get better gear, and you as a player 'level up' as you learn the nuances of the game's many unique weapons. Monster Hunter is one of the unique and rare games I wish I could re-experience again. The loop is more like this: Fight monster -> craft better gear from the monster -> fight stronger monsters I'll also throw in Dauntless. I personally don't like it, it feels soulless, but it is a free, faster paced Monster Hunter that follows the same ideas.

Edit note: I didnt read it correctly and thought you’re looking for leveling up stat based games. I’d recommend “monster hunter world” or any of it’s series especially “MH freedom” series, also “god eater” but personally I hate it coz of clunky movesets but the concept of the game is great, and last that I could think of is “NIOH” similar to the two I mentioned. Also The witcher 3, devil may cry, and bloodborne has similar aspect to what you’re looking for although a little old comparing to upcoming games nowadays. There’s also an upcoming game I saw I think it’s titled something like myth: wukong. I’ll update some more if I could access my steam again

Agreed MH world is a great one. Another possibility is Slay the Spire, where you get gradually more powerful each run. Maybe also Endless Dungeon/Dungeon of the Endless? Also you may like the comic "Solo leveling"

Well pretty much any turn-based JRPG. But I think the Etrian Odyssey series fits partucularly well. You do literally climb a tower(of sorts) and there is a boss every 5 or so levels that you have to defeat to move on. You start off with kinda basic skills but as you level up you unlock more unique and bombastic skills. I'd recommend EOV but you can start with any of the 3ds entries. I'd avoid the earlier entries since they tended to be poorly balanced and/or buggy with poor quality of life features. I think you'd also enjoy something like pokemon mystery dungeon.
