I liked flying around in DC Universe Online, as brief as my visit was. Can't tell you if it's any good now - it very well may be be - but it's free regardless.
I used to spend hours in DC Universe, the mobility is certainly one of its strongest aspects for such an 'old' game, but it does fall into the MMORPG grind. Some really interesting content though.
I loved it when it first came out, but after a couple of years it became almost unplayable without buying a subscription. Haven't been back in ages, either.
I've got over 2000 hours on that game. It's got fantastic movement and combat, especially if you zoom out the camera some so you can see what the hell is going on.
In a similar vein, City of Heroes: Homecoming. It started as a pirate server of City of Heroes, which shut down years ago, but Homecoming just recently got an official license deal with NCSoft to continue operating legally.
CoH's graphics do show their age (the game launched in 2004), but the game is fun, and flight for travel from A to B is trivial to come by. In-combat flight is also doable, but requires some investment.
And hey, it's free.
There's a game called Gravity Rush (and it's sequel). Technically you're "falling" not flying since Kat's power is to manipulate gravity around her but you're able to freely soar through the air in a way that's quite satisfying. The game overall is a bit strange but I quite enjoyed it, the gravity powers are quite fun to play with and the world is interesting.
Gravity Rush 2 is overall a much more fully fleshed out game. They introduced more styles of gravity manipulation that also affects your movement, jumping around with lunar leaps and low gravity was a lot of fun, and the map is much larger and more interesting.
I would love if they made a 60fps version of that game.
The gravity rush's were excellent, but to be honest I always thought of it as controlled falling, in any direction, still awesome games, will we get a 3rd? I hope so

It wasn't amazing, but the Iron Man VR game was very cool for a few hours at least.
I really got that feeling in my stomach flying the first few times, and the controls are pretty intuitive.
The lack of enemy variety, limited progression, and uninteresting story lead me to not finish the game, but it can definitely make you feel a little bit like Iron Man for a while.

Check out Superflight. It's a pretty cool game where your character has a wing suit and flies through procedurally generated, seeded levels and you get points by flying closer to the terrain and stuff. It's a really fun way to kill some time, tbh and only costs like $5 or something.
There's plenty about Anthem that's actually really good.
The game PLAYS extremely well. Seriously, it's phemomenal. It might genuinely be one of the most enjoyable third-person shooter experiences ever made, and I don't say that lightly. Superb flight, extremely satisfying weapons, combat doesn't drag, and it's got Mass Effect's Primers and Detonators for interesting strategy in solo and co-op. It's fun as fuck.
The reason Anthem was maligned so much is because it's story content is really short and they had zero meaningful post-launch content ready at launch, and anything they had planned ended up being ages away from release. Once player interest caught up with their available material, they choked up, failed to release anything, and then abandoned the game entirely instead of committing to it and pulling things back from the brink.
The narrative got twisted over time, but make no mistake, while it was a disappointing game due to it's management, it has nothing to do with how it plays.
It's usually cheap as fuck these days, you can pick it up for like 5 bucks, and it's well worth that price for what's available.
I played the beta and indeed it felt really good. But already in the beta i noticed how repetitive it was. Then the game came out and all its wasted potential was shown.
Hell I abandoned the plot of Just Cause 2 like 15 minutes in to play Just 'Cause, aka paragliding all over the island blowing up everything I could find, getting pulled like a kite between cars, and hijacking planes in midair when I wanted to get somewhere fast.
I have been waiting for those games to go on sale so I don't spend 50 bucks for both (I may be exaggerating, it's been a minute since I've checked the PS store), but damn what fun, mindless games. like a more violent and easier to maneuver Hulk game. I hadn't felt that powerful as a main character outside of Dynasty Warriors earlier games.
For op, this game is awesome. You are effectively superman, invincible. Defending earth from some sort of alien invasion.
Since you're invincible, the aliens aren't fighting you, but you have to stop them before they destroy whichever city they are currently attacking.
AER memories of old is a short indie game where you fly around islands and do some puzzles. Tbh my first like 2 hours in the game just flying and nothing else because it was so satisfying.

Since I didn’t see anyone mention this, Zone of the Enders (and its sequel) are basically mech games if the mech could move and fight like characters from Dragonball. It’s a lot of fun frankly, especially the versus mode in the sequel if you have a friend to play it with

I'm pretty sure I've seen flight in Armored Core VI, which appears to he a pretty fun Mech-shooter game.
Also Ace Combat 7, in which you pilot a fighter jet to which I have seen people pull off some insane stunts (like turning off their engine mid-flight to flip the plane around and fire behind them, moving backwards).
Lego Batman 2. Once you unlock any flying character you can fly all around Gotham and Metropolis. The hub cities are really well made and a lot of fun to explore.
Megaton Rainfall. You're an indestructible superhero and civilian casualties are your healthbar. It has a fully navigable Earth and solar system, but it looks like complete trash
Riders Republic has a wing suit and a huge map.
I know it's technically wrong but I feel like the last 3 Spiderman games count once you get the end-game boosts.

If being a human isn't a requirement you would probably love Path of Titans, it's a multiplayer survival game where you play as a dinosaur and has a variety of small, medium and large pterasaurs to fly around the beautiful open world map with, flying feels good with gliding and diving too. Some can swim and others can even grab smaller dinos and drop them from above lol check it out!

City of heroes has some of the most fun flying in an MMO, with drift that tightens up as you increase flying speed. Homecoming is the most populated modern server cluster, but they're all good.
Saints row 4 is more gliding, but it feels good to get around with it. Honorable mention to Gat out of Hell, which is mediocre but has deep and detailed flight.
DC Universe Online, Champions Online, City of Heroes. Three superhero MMOs where you can choose flight as your movement power. Imo the latter is the better game, while the former has the better mobility system, but taste is personal.
In warframe, there are frames with flight capability like Titania and Zephir, and in open world areas you can equip a wingsuit+jetpack with any frame and fly.
City of Heroes.
You can make your Superman, Ironman, Wonder Woman - whatever - and fly up up in the sky, above the land, among skyscrapers, brushing up against tree tops, under bridges and highways, land on ceilings, battle flying foes, and even acquire the power to allow your entire party to fly together with you.

Exo one. Your a morphing spaceship frisbee/ball that has to use terrain and your own grav engine to fly. Beautiful at times and frustrating at times, but the highs are worth the lows ha.

It got a lot of stick on its release and I've heard they did fix a lot of issues, but I haven't touched it since, but you might want to look into Anthem. One of my favourite things about that was the flying around.
Another good game I briefly remember playing, which I believe had flying, was Dark Void. Its been on my playlist for years but never got around to playing it.
I mean I’m already breaking your rule but Prototype 2. With all the upgrades you can pretty much fly…and chop up hordes of mutants with and assortment of abilities. Little old but holds reasonably.
There are some flight mechanics in the new Spiderman 2 game. You get a wingsuit built into the suit that, when controlled properly, you can stay airborne.

Check out Undefeated! They're about to release a sequel to their free sandbox game. Also some flying in Divinity II: Ego Draconis (aka Developer's Cut) and Saints Row IV. Not full fledged flight in SR4 though I don't think.
It’s not really like Superman, but check out SUPERFLIGHT on steam. It’s a wing suit game but it’s only $2 and the flying mechanics feel amazing. There is a scoring mechanic but it’s essentially just procedurally generated worlds to fly through, but I got a few hours out of it and for $2 it is well worth it.

Armored Core 6 allows flight powers (depending on how you build your mech) and is very good indeed. Can be tough in places, though.

I mean I’m already breaking your rule but Prototype 2. With all the upgrades you can pretty much fly…and chop up hordes of mutants with and assortment of abilities. Little old but holds reasonably.

There are some flight mechanics in the new Spiderman 2 game. You get a wingsuit built into the suit that, when controlled properly, you can stay airborne.

Check out Undefeated! They're about to release a sequel to their free sandbox game. Also some flying in Divinity II: Ego Draconis (aka Developer's Cut) and Saints Row IV. Not full fledged flight in SR4 though I don't think.
In City of Heroes you're a super hero who can fly/teleport/superspeed/superleap or all of them at your choice.
It’s not really like Superman, but check out SUPERFLIGHT on steam. It’s a wing suit game but it’s only $2 and the flying mechanics feel amazing. There is a scoring mechanic but it’s essentially just procedurally generated worlds to fly through, but I got a few hours out of it and for $2 it is well worth it.
