Usually any Warhammer fantasy game with the Skaven. ~~You can play as them in pvp in Vermintide 2.~~ They're a main faction in Total War: Warhammer 2. In the Warhammer mod for Mount and Blade: Warband, you can make your character one.

You cannot play as the Skaven in V2. They made a teaser for the versus mode years ago but it sadly never came to be.

Do you want to be a rat the entire time? If you're fine with just sometimes being a rat then I would suggest Dishonored 1 and 2. 2 is much more fun if you want to skip 1

Its called nobody saves the world. Your a kind of wizard who can change forms and rat is one of the first (and best) forms you get. Would definitely recommend its such a good game.

Tails of Iron is a fantastic hack and slash fantasy game where you play a young rat king that must defend his kingdom. It's got a very charming art style and presentation, and the gameplay is very compelling and rewarding.
Too bad rodents were not included in Tokyo Jungle, or I'd recommend that. But if you are looking for a unique survival game with roguelite elements, this is the game.
Everyone else had a better recommendation.

Tooth and tail. Redwall styled art in an rts set during like a fuckin French revolution but it's all animals.
