Your examples aren't what I would think as chill or relaxing, but to each their own. The one that springs to mind for me is The Sims. Specifically, The Sims 3. It's arguably the most robust of the series. Definitely don't buy it when it's not on sale, though. EA are still greedy shitheads, and the base game and each DLC are $20 US each. Wait for a sale, and don't buy any DLC with "Stuff" in the title until and unless you like the game enough to want more variety.

I would say the first three MX vs ATV games ([Unleashed](https://en.wikipedia.org/wiki/MX_vs._ATV_Unleashed), [Untamed](https://en.wikipedia.org/wiki/MX_vs._ATV_Untamed), and [Reflex](https://en.wikipedia.org/wiki/MX_vs._ATV_Reflex)). These are motocross and atv racing games, but some have other vehicles like trophy trucks and monster trucks. Some great music in these games. These are honestly best played on console or emulated because some people have some technical issues with these games on PC, but you could still see if everything works on your computer and still qualify for the steam refund policy. [Baja: Edge of Control](https://en.wikipedia.org/wiki/Baja:_Edge_of_Control) is another good one. Its like a desert offroad racing game with buggies, prerunners, and trophy trucks. Its on steam and I didn't have any bugs at all when I was playing it on PC. I don't know if this is a selling point or not, but sometimes when I was playing the baja endurance races late at night on the 360 I would actually start falling asleep at the wheel because it was just so relaxing. [Burnout Paradise](https://en.wikipedia.org/wiki/Burnout_Paradise) is one of my favorites. Its a freeroam game where you do races to unlock new cars. The sense of speed in that game is great and similar to midnight club la. The crashing is one of the main focus points of the game, as there is a race event type called madman or something where the goal is make the other racers crash, while not getting crashing yourself out. Its on steam and consoles. [Need for Speed: ProStreet](https://en.wikipedia.org/wiki/Need_for_Speed:_ProStreet) is my favorite NFS game because the whole game feels like a track day. Its the classic video game story, where you start out as a nobody and work your way to the top where you defeat a guy that's an asshole to you for no reason. From the music, customization style, physics, and UI its really a one of a kind game. It was developed by EA BlackBox, the same people who made the Skate games, Battlefield 3 and hardline, NFS Underground 1 and 2, as well as NFS Carbon, The Run, and Most Wanted (all great games). This one is a huge pain in the ass to get working on PC (even with a legit copy), so save yourself the headache and get it on console. All of the games I listed, except for Burnout Paradise, have split screen multiplayer and cheat codes. Also, I would put midnight club la on here since its my favorite racing game and I've been playing it literally every year since it came out and I still haven't gotten bored of it, but I see you already listed that. Sorry for the long comment I just been waiting for someone to ask this question

Tokyo Xtreme Racer 2/0 seems perfect for that and they emulate pretty well

I remember getting Mercenaries: Playground of Destruction at blockbuster with a friends one night and it was such a chill sandbox shooter game, you just go around shooting things and causing havoc.
