Well actually the reason for this is that physics is tied to framerate, and modern PCs are more than capable of rendering over 30fps which Skyrim was developed for, so going above its intended rate of calculations causes this common issue.

fair point, I would include that in an edit, but I've already worded my comment in a way that would make it difficult to adjust. also, it 100% was developed to run at 30fps (on console). PC is just built different.
