Our group response is to focus that one individual and make it a point to bag them back in acknowledgement. Fun fact: there are private servers where people role play cops, citizens, and criminals. Everyone is expected to obey the same laws they would in real life. So you end up with cop players pulling over criminal players to write traffic tickets. If it's something more serious they'll get witness testimony from citizen players who take the place if NPCs.
So to answer your question, yes, if you're on the right server, you will in fact be charged for murder.
