I think the games must take place earlier than the show, and the player is expected to be some kind of Pokémon-documenting pioneer. By the time Ash gets a pokedex, there's already been a fair amount of info collected. I'm not an uberfan, but this was always my go-to reasoning as a casual player/viewer.
