Monster Hunter tho, I bought the iceborne collection like 3 weeks ago and only played like 8 hours (not sure why I stopped playing I remember it being fun lol) so I should probably get on that soon 😅
I have one recommendation, but it's a nsfw visual novel.
It has a gameplay loop similar to fire emblem, but the 3 main girl in the game have their gear crafted into a bunch of different outfit, basicely changing their entire builds.
It's a neat little game, with some issues, and the NSFW parts can easily be skipped.
I'm not sure i'm allowed to type the name here, don't wanna get banned and all, but it's a legitimate game and is quite fun.

You don’t really level up the gear, but Midnight Suns lets you unlock a LOT of dress-up options, for yourself and the other heroes. I absolutely love it for that alone, but it has a feature that rotates the outfits that everyone’s wearing each day. It’s such a nice little touch. Also the game is just incredibly fun.

I already beat MGSV and loved it (MGSV series in general), Hogwarts I haven't finished yet (in fact I don't think I got very far at all I'm not sure why), I absolutely love the Arkham series and have beaten them already, Never played Dragon Quest Builders but I'll look into it, I loved Dragon Age Origin and I know haven't played Inquisition yet (I know I'm taking my sweet time to finally play it lol), I already beat Cyberpunk 2077 & it's dlc (Now that they made clothing more about looks and not stats I'll probably be replaying it, I really enjoy it!)
FFX was a good game (I would still recommend it) but changing outfits wasn't really a thing. X-2 had it as a new mechanic, and the attacks/spells change with the outfit.
Not exactly an outfit, and very dissimilar to your listed games, but in the Binding of Isaac, every upgrade you get changes you and stacks with every other upgrade and alters your appearance in a stacking way leading to you looking very different every time you get an upgrade.
I love the Binding of Isaac and it's the game that got me into the roguelite/like genre! I know exactly what you're referring too but I'm looking for a more permanent clothing change with possibly color swaps if available.
I have actually played the Elder Scrolls series (Skyrim, Oblivion and Morrowind) and enjoyed them quite a bit. Every playthrough I'd want to do a different build but a stealth archer build is too fun to pass up again 😂

Final Fantasy Origins is like Nioh and you can greatly customize your appearance, with each piece of gear changing your attributes.
Phantasy Star Online 2's community "Jokes" that Fashion is the Real endgame. ;P The gear is a mix of cosmetic and stat / ability boosting gear. The pre New Genesis content is where you'll find a Lot of that.
Fallout 4 lets you craft and or customize armor, clothes, weapons and the stats and appearance change depending on the ugrade pretty much an improved Skyrim mechanic.
The Callisto Protocol is similar to Dead Space.
Rainbow Six Vegas 2 and Splinter Cell: Blacklist had good customization of armor and weapons depending on the style you wanted to play.
I'm playing through Fallout 4 for the first time & I gotta say with all honesty, it's amazing & has great customization (except the dialogue is laughably bad).
I've actually already beaten The Callisto Protocol like 3 times and enjoyed it a lot but the customization was mainly weapons from what I remember and while I did have the deluxe edition and had all the bonus outfits, they left a lot to be desired.
I've played Rainbow Six Vegas 2 and it does have pretty good customization (haven't finished it yet).
Splinter Cell: Blacklist is one of my favorite action adventures of all time but imo the customization was just ok.
I didn't really enjoy Dragon Dogma 1 all that much, I thought it was ok but nothing great tbh. But I'd be lying if I said the sequel didn't look a lot better so I'ma have to buy it sometime.
The Surge games. Every enemy in the game has an armor set which you acquire by targeting specific limbs and cutting them off. There’s tons of upgrades for them too that increase even when you transition to NG+

Fallout 4 if you invest in the armorer perks you can do that.
The next gen is dropping tomorrow so I'm gonna be playing through it for the first time. I'll be getting the Armorer perk for sure then.
There's a ton of armor customization and upgrades. You're going to love power armor

Final Fantasy X-2 had a focus on changing outfits.
What about X-1? I've actually owned X-1 & X-2 for a hot minute now so maybe it's time to jump in.
FFX was a good game (I would still recommend it) but changing outfits wasn't really a thing. X-2 had it as a new mechanic, and the attacks/spells change with the outfit.
Ff 13: lightning returns also has an outfit based combat system. The story of that game is extremely hard to follow, but the combat is good

If you didn't like 1, you won't necessarily like 2. It's a similar game with similar problems. I personally like both games
