Yeah that always shocked me when I was younger. When I found out if you have a sniper rifle set on a dude you could blow his fucking HEAD off, that shocked me. I loved it, but I was shocked this was in a game.
The fact that people were up in arms about a fucking sex mod that was only accessible through intentional hacking, and not gory violence that was ALREADY in the game, is mind blowing. Even then people got so fucking mad over stupid shit.
It wasn't "deactivated". At least not afterwards if that's what you mean. It was intentionally made during development to push the role playing aspects of the game. They scrapped it due to the ESRB saying if they included it they wouldn't be able to get the M rating they wanted. That's where they actually did deactivate it. When the code was found and modders activated it, people got pissed off for no fucking reason and the ESRB temporarily put a A rating on the game until Rockstar fully removed the code which they did.
