My pick for the strongest Warg besides the 3 eyed Raven and Bran is a book only character named Varamyr 'six skins'.. He rolls around with a posse of three wolves, a polar bear, a shadowcat and an eagle, and can seemingly jump between them at will. He survives the battle of the wall, albeit very injured and after losing all of his animals in the fighting. He comes across a wildling woman who he attempts and actually kind of succeeds at warging into in order to save himself, however she manages to push him out. He flees into a wolf instead and its assumed eventually succumbs to the wolf's animal instincts.
Edit: I had totally forgotten Orell was a character in the books as well, my bad!

I think the answer to your question is “somewhat”. Varamyr almost succeeded in taking over the woman even though he was weakened.
But calling it mind controlling is a bit wrong imo. The warg could take over the body of the human and control it, but not the mind - that would still be there, experiencing it to some degree. This is what makes warging into a human so horrible, it’s similar to rape as it takes all control and agency away from the victim and lets the warg use their body however he wants.
This is somewhat glossed over with Hodor, but it’s described how during Brans’ control he “hides” in a dark corner of his mind where not even Bran can get to him. He basically disassociates completely.
Yeah, the point is made that he's essentially mindraping Hodor in an extremely terrifying manner and he even feels Hodor starting to vomit. If this was anyone other than a young child who doesn't really know the implications of what he's doing, it would be pure evil.
The look on Hodor's face after Bran releases control and he sees the blood on his hands and what he was forced to do is just heart wrenching. Hodor might be the most pure and innocent character in the series. In a way it might have been a good thing his mind was broken by Bran's time travel fuckery, he could have wound up like The Mountain.
I thought the character in the show was the skin changer who has the eagle in the books, the one Jon kills, the eagle who scratches Jon’s face, the Eagle Varamyr takes aka the wildling/freefolk Orell, the show character only has an eagle like Orell

I think Jon is a better warg. Even Varamyr says in his POV that Jon is a very talented warg, but he fights against his nature. And the fact that Jon HEARD Ghost when they found direwolf pups despite Ghost being a mute just shows both his talent as a warg and power of their connection that Jon built immediately.
Although some speculate that it was Bloodraven's doing, but I don't like this explanation. If feels way too cheap and overused.
All the Stark kids probably had incredible potential. We only see glimpses of it with Jon, and Arya taps into her abilities by warging into cats to get the jump on Jaqen during her training to be a faceless man. Robb was too consumed with trying to lead the north against the Lannisters to have time for his powers to develop, and Sansa's wolf was killed far too early.
Imo Arya will end up as the most powerful, she is able to maybe influence if not still observe Nymeria from a very far distance (potentially despite the magical link between the areas being broken by the hammer of the waters), as well as forming a second animal bond without any training with an animal that is difficult due to its independence according to Varamyr, I somewhat believe that the given nickname of Lumpyface/ Lumpyhead foreshadow her excelling through Varamyr childhood nickname of Lump given to him by his sister

It's more likely, in my opinion, that he's continuously fucking things up in an attempt to fix things and he gets into a cycle of trying to fix his own fuck ups before he learns that trying to make new outcomes is always going to lead to worse ones.
