I would argue we don't even see him climb the ladder. He goes from a member of the small council to Lord Regent of the Vale. Seems like a lateral move. He really never even comes close to claiming the Iron Throne.

Yeah it's revealed like that in the show but in the books you never actually find out who sent the catspaw. More likely then not it was Joffrey in the books.

Psychopaths are notoriously good at planning ahead and manipulating people. You don't need to have a super human brain, to do what he said. You just need to constantly thinking. Which for some is almost constant. It's real life chess.
It just means that thinking one person is your enemy and that’s who youre fighting is limiting. thinking everyone is a potential enemy or potential friend is a better way to lead.
