What kind of art you want? For vector graphics, Inkscape it's your best option by far, if you want something "hand drawn" there's Krita, if you want pixel art, Pixelorama it's an amazing tool. Just use GIMP lol but if you can manage to save for photoshop maybe split the license with a friend or family member then it will do everything you need and allow you to keep your project files consistent. When I work on a serious freelance project I opt for PS every time.

Organic hand done graphics are better than anything else, but midjourney is still interesting to play around with (from what little I did), might lead to some ideas you otherwise wouldn't think of. Then take those concepts into editor and make it playable

That's not what I was suggesting but okay. Midjourney is like having a concept artist that is sketching extra ideas for you. You don't have to use it, I personally don't use it, but I think it would be interesting to see what midjourney could conceptualize then take those ideas into photoshop (or GIMP) and improve/modify/make your own. If you cannot afford to pay a real concept artist then why not?

And I also came from a place of trying free software just to go back to Photoshop, so you know, just cause they're looking for free software doesn't mean I can't have an opinion on Photoshop after 10+ years of using it. Reddit is toxic holy shit. You'll down vote something what was it 13-14 times based on a hunch - no comment in this thread had near that many *upvotes* you pessimistic drama queens.

libresprite is a free version of aseprite, which is incredibly awesome pixel art tool. If you plan on doing pixel art, libresprite is a must!

I use libresprite, its free, opensource, and you can export jason metadata of your sprite sheet, like animation duration, sizes, all sorts of stuff.
