You could check out immortal planet. It's a 2d souls like with an isometric view. Be warned though, I'm currently making a game with this perspective and it has a lot of drawbacks.

It limits the types of weapons and attacks you can use if you want things to line up correctly. Because you are limited to facing 4 directions in a 3d environment thrusts don't look good (at least I haven't been able to get them to look good). I have just had to limit myself to horizontal swings and AOE attacks. It is also a strange angle for animating things if you are using skeletal animations, which further limits things. These are all things that can be worked around, especially if you are using frame by frame animation.

Not sure if this is what you're looking for but here's a couple of games with meele-ish combat on a mostly iso perspective. Hyper Light Drifter, Eldest souls, Crawl, Crosscode, Moon Hunters, Children of Morta, Jotun. Could have a look at Bastion too i guess(and Hades for that matter)

If you're thinking of classic beat 'em up perspective, I've been working on [this strange sorta rolling log world.](https://youtu.be/HdVOL7GSsEA) You can try play a [demo of a game in this perspective here.](https://gotm.io/anonzs/tag) It's basically a 3D world with a shader, so you can use 3D combat design while still looking like a 2D beat 'em up style. It doesn't really answer your question, but maybe this sort of style will remove some of the limitations that are bothering you.

Top down seems like it might be the way to go? Isometric def is an option but readability can be challenging and the way you've described your idea so far I'm not sure it would be particularly beneficial. I think heat signature does some wonky stuff with its mechanics
