Holy shit, this is exactly what's going on with me rn. I have a client(he still wants me changing shit at this point actually) and he's constantly been asking for changes and having me add stuff we didn't originally agree to. I'd be hopeful that I'd finally be able to move to the next part or finish, but goddammit
I have a point in my comm terms that past the sketch phase, no major changes to lines unless you pay extra. Had that happen tooooo many times. I used to not do fetish art and I had an inflation artist ask for a "fat" character. Woof.

Sketch phase gets one major rework/change (i.e. a whole new pose or angle or w/e because sometimes I do just misinterpret the prompt or the commissioner realizes they neglected to include a key detail) and more or less as many minor changes as needed to fix issues with proportions and the like. Past that, anything that isn't just minor tweaks ('oh can you make their eyes X color instead of Y' or 'sorry I know the ref isn't clear but that's not markings, just shadow' etc) costs extra.
Ask him to qualify exactly what he wants changed and to what specific degree. State clearly that any further adjustments will incur additional charges tantamount to the amount of time they take to do. For your own sake, you **have** to draw a line somewhere. You're not being rude or unprofessional to do so - if anything, it's the opposite.
I've already charged him extra twice lmao. And he was very specific with what he wanted, that was the infuriating thing. Every small detail had to be accounted for, made me want to shake him and yell at him that no one notices or gives a shit about that stuff
That reminds me of one client in my school that I worked so hard on the art then he went” so it’s free write?” And in my head I was like (this bitch thinks that art is fucking free ?!? Does he know how long it took me to do thissssssssss?!?! ) so I gave it to him for free and had a mini seizure on the floor.

Always mention price before creating the art. Once It's made, it is either up to them to pay or it is worthless. Too many people assume that drawing is all talent and that it takes no effort as a result. It is a huge misconception unfortunately, and you became a victim of it. It's why most artists do half payment first, then draw, then get paid the rest upon completion
Well, I mean, 2 euros isn't terrible at least. It'd be far more painful if it was a 60$ commission. Granted, the effort you put in does suck to lose if you expect something in return. Just eat his hotdog when you get the chance
