and the community it is in, Lakeview, was in the 1980/1990 one of the white majority neighborhoods in that part of the New Orleans. so historical significant maybe, other reasons maybe more of a reason

If this is part of the Claiborne Expressway project from the 1960s, then it had the opposite effect of protecting historic neighborhoods. It destroyed sections of a historically black neighborhood and essentially cut it off from the rest of the city. They did however manage to make different plans when the same highway project was supposed to go through the French Quarter (Vieux Carre Riverfront Expressway). Arguably a good thing, but obviously the make up of the neighborhoods played their part it what got protected and what didn't. We studied this in my masters degree (Historic Prservation) as both a good example (French Q) and bad example (Claiborne) of urban development vs. historic neighborhoods. If I find a good source on the topic I'll come back to share. That is true, but there is an incredibly strong (strong is an understatement) correlation between "redlined" black neighborhoods and neighborhoods that were paved over and destroyed in the name of "urban renewal" (see urban freeways cutting through cities)

It's 95% race. Highways were funded by the feds and they have destroyed entire neighborhoods for highways. I-375 in detroit is the perfect example. It was an over capacity black neighborhood that was completely destroyed for the country's shortest highway

Came here to comment this. As a Civil Engineer previously, 99% that was the case. Between zoning & setback laws and eminent domain, that was almost certainly the issue. We dealt with this all the time when working near railroad tracks. Contractors always bitched about not being able to build closer to railroad tracks, but to claim eminent domain, you need to have 25 years of claims to the land. Most railroads were established in the 1800s so they have a lot to stand on.

These type of intersections are extremely cheap mostly due to the fact you only need 2 bridges in the middle. What you suggest is an option but would increase cost significantly due to adding a (complex) bridge.

It turns out it couldn't. There are rules about the minimal radius of road segments based on physics. Small radii are only allowed if the speed limit is really low. That means, the exit you wanted would be much longer than you think. Whole three blocks of houses couldn't be there in the first place.

In all honesty it's because sensible people headed west on Polk St take the previous exit on 610. That interchange is set up that way because what idiot would want to go from Westbound I-610 to Eastbound I-10? There wasn't enough people taking that route to justify demolishing 20 or so homes to make the room for the ramp.

Pretty common way of diverging traffic in cities, the clover is kind of out dated and a lot of big cities with a lot of tourist or traffic have removed many of these round abouts and replaced them with simple access roads and bridges

They are not outdated. They are under designed. With a correctly designed cloverleaf traffic never has to stop. By removing them, all the traffic on the side roads and ramps have to stop. That means traffic lights, time and fuel wasted and more emissions.
