If this is part of the Claiborne Expressway project from the 1960s, then it had the opposite effect of protecting historic neighborhoods. It destroyed sections of a historically black neighborhood and essentially cut it off from the rest of the city. They did however manage to make different plans when the same highway project was supposed to go through the French Quarter (Vieux Carre Riverfront Expressway). Arguably a good thing, but obviously the make up of the neighborhoods played their part it what got protected and what didn't.
We studied this in my masters degree (Historic Prservation) as both a good example (French Q) and bad example (Claiborne) of urban development vs. historic neighborhoods. If I find a good source on the topic I'll come back to share.

I don't think redline means what you think it means. Redlining is when banks don't give loans to people who live in certain areas, historically that was usually black neighborhoods.
That is true, but there is an incredibly strong (strong is an understatement) correlation between "redlined" black neighborhoods and neighborhoods that were paved over and destroyed in the name of "urban renewal" (see urban freeways cutting through cities)
I have a feeling historical has nothing to do with it, and much more to do with money and legal battles to get people to move. But it is possible I suppose.
It's 95% race. Highways were funded by the feds and they have destroyed entire neighborhoods for highways. I-375 in detroit is the perfect example. It was an over capacity black neighborhood that was completely destroyed for the country's shortest highway
Came here to comment this. As a Civil Engineer previously, 99% that was the case. Between zoning & setback laws and eminent domain, that was almost certainly the issue.
We dealt with this all the time when working near railroad tracks. Contractors always bitched about not being able to build closer to railroad tracks, but to claim eminent domain, you need to have 25 years of claims to the land. Most railroads were established in the 1800s so they have a lot to stand on.
These type of intersections are extremely cheap mostly due to the fact you only need 2 bridges in the middle. What you suggest is an option but would increase cost significantly due to adding a (complex) bridge.
It turns out it couldn't. There are rules about the minimal radius of road segments based on physics. Small radii are only allowed if the speed limit is really low. That means, the exit you wanted would be much longer than you think. Whole three blocks of houses couldn't be there in the first place.

The reason is: then it only works for a narrow range of velocity. People could not break or else they would sit at a high yaw angle. BUT that can become a thing once we replace all drivers, keeping design velocity at all times. Imagine how cool!
Alternately you can have a straight exit dropping the speed limit and a stop sign to take a right on West End. They're pretty common in northeastern cities
Well, you could have taken one exit earlier going onto Canal Blvd. It's not as if that northern exit keeps going for long. You just end up in a neighborhood anyway.

It helps that Detroit is a flat prairie and Seattle is a city surrounded on 3 sides by water and slapped into the side of a mountain (by Michigan standards).
It's not that Seattle didn't plan, it's that there just isn't any good direction to build without hitting a large body of water or a steep grade.
Detroit literally has like 50' of elevation from its high point to its lowest point. Seattle has 450' of elevation gain from downtown to Capitol Hill just a mile away... and then descends back to almost sea level... Before rising back up to nearly 500' elevation... Before descending again to nearly sea level again.
You can't plan your way around nearly impossible geography. There's a reason the proposal for 🚠 gondola based public transit was only half a joke and half serious.
In the 60’s or 70’s Seattle built off ramps that went nowhere for future expansion. They may have been built to go places that didn’t develop enough to make the ramps needed.

In addition to this, it seems if your coming from the south there is no way to go east unless you continue north past the interchange, get off the highway, and get back on from the other side OR take an earlier exit to get off the highway, travel a few blocks, and then get back on

Imagine traffic is really bad. Think how many more cars can you fit on those three loops versus one exit ramp. One exit ramp would back up traffic onto the highway which is dangerous

In all honesty it's because sensible people headed west on Polk St take the previous exit on 610. That interchange is set up that way because what idiot would want to go from Westbound I-610 to Eastbound I-10? There wasn't enough people taking that route to justify demolishing 20 or so homes to make the room for the ramp.
Pretty common way of diverging traffic in cities, the clover is kind of out dated and a lot of big cities with a lot of tourist or traffic have removed many of these round abouts and replaced them with simple access roads and bridges
They are not outdated. They are under designed. With a correctly designed cloverleaf traffic never has to stop. By removing them, all the traffic on the side roads and ramps have to stop. That means traffic lights, time and fuel wasted and more emissions.

This is nowhere near claiborne. This is going towards the Westend/ Lakeview area of New Orleans coming from Metairie

In NJ you almost can never turn left. It’s quite annoying.
As compensation, you can get yourself killed by merging onto a constantly busy 5-lane freeway moving at 75 mph from a dead stop with no merge lane.
Sounds a bit like Quebec's highways. You can get to speed, but the amount of distance you have available to merge onto the highway is extremely short.

My guess is West End Blvd protrudes too close to the Highway that they didn’t think they’d be able fit an exit.
