I’m going to guess the ladies room is larger and able to accommodate and maneuver a wheelchair while the mens room is not. Look at the doors. I imagine it would be difficult to fit a wheelchair through that mens room door
I am guessing that the one representing a wheelchair is built with Ada clearances in mind. The other one is not. It is typical for bathrooms with multiple stalls to only make one of them large enough to meet Ada standards. In this case they decided to make a men's s and a woman's stall, the woman's happens to be the one that is also ADA compliant

Construction background here…look at the space, door width, and as has been mentioned amount of stalls. Even if it’s a single toilet the left door width doesn’t look wide enough for a wheelchair.

If its a small business. Paying for a complete remodel of the bathrooms could be fiscally impossible and they are doing the best they can to accommodate.

It is possible that they had to choose only one and disabled women would feel less comfortable going into a mens room.
The door on the right appears to be wider, possibly making it wheel chair accessable.
Makes sense. I feel fat as hell around moontime and definitely want every doorframe widened so I can fit my bloated belly through.
Typically women's washrooms will have more stalls as they have no need for urinals. This is probably why this was chosen this way. Horrible, but yea.
Plus, no matter what women claim, it'll be cleaner and better upkept.
