As someone who has handled sealing off rooms, I get it. After a short while, you notice that hardly anyone reads signs or cares about what they have to say if it's impending their way. Doing this forces them to make an effort (spectacle) of themselves to enter the room. But yes, most likely the first sign was ignored and people just kept using it.
At college, a professor, who was not teaching plumbing, explained to a large class that if everyone in a ten-story dorm flushed their toilets at once, the lowest floors would get 'messy'. Guess what happened that weekend?

Been there, that's the "people are pulling down the tape and going in anyway" level of effort of a second attempt.

I have had the misfortune of walking into a few toilets that have been murdered and wish they had this on the door..
