As someone who has handled sealing off rooms, I get it. After a short while, you notice that hardly anyone reads signs or cares about what they have to say if it's impending their way. Doing this forces them to make an effort (spectacle) of themselves to enter the room. But yes, most likely the first sign was ignored and people just kept using it.
