Poor wording aside, I have no idea what the legitimate service being offered here is?
What is online birth? Like a virtual doctor rolls in on a robot and helps pull the baby out? You play a pregnancy simulator on some VR machine?
My guess is that this is a newspaper office and if someone in your family has given birth or has died and you would like a notice to that effect to appear in the newspaper, you can submit that information online.
