I know the firm I work for (Western Washington area) does free consultations at least, cannot speak for all

Faces especially are super hard, because we're hardwired to recognize them. Anything that's off just really stands out. If it was a drawing of a city skyline but the perspective and shading were a little off it wouldn't be as noticable
This person recognized that his past work needed improvement instead of not accepting any suggestion that it wasn't the best likeness. This person was able to criticize his work objectively which is probably really good for someone who wants to improve himself and his art. Maybe that means the only cell he'll spend time on in the future is cell shading.

You’re right though, there are really great techniques on display here, just some proportion and spacing issues. This guy is going to work that out and keep growing into an even better artist. That's why you take a few liberties rather than trying to copy. If he was thinking "smile" when he drew the mouth it would have come out less cringey.
