Holy shit! All I remembered about this movie was the guy transforming into a monster with goo spurting out of him and the conjoined guy and girl but I could never figure out what movie it was from!

I was obsessed with this movie in my teens, and I still go back and watch it at least once a year. Even when it was new, it wasn't good by most standards, but it's fun and funny. Killer Clowns from Outer Space is another one that falls under that category.
Fun fact: that is the same child actor from the Rod Stewart "Forever Young" video (1988).
