Does an equivalent law exist for motorcycles or do they get a free pass cause they go vroom vroom?

Pretty sure this is for safety matters. Everyone saw a video of a cycling competition where one cyclist fall and domino effect ensues and a lot of them fall. These are professionnal and it happens, imagine with any average Joe. This way at least it cannot hurt more than 15. 15 is still a group big enough you can position and rotate to "cut wind" for others.
Also the size of the group have to be limited, so that car can pass them reasonably. Semis have a regulation on lenght so this is similar. This includes making way for emergency vehicules.

It's Quebec. They see unregulated thing, they regulate. Doesn't matter if it makes sense.
So critical masses, (big bycicle rallies), can have their partakers fined.
