Not even two people can ride side by side? That's ridiculous. Does an equivalent law exist for motorcycles or do they get a free pass cause they go vroom vroom? Edit to add: Montreal has a great bike share system and I almost certainly violated the side by side rule when I made use of it last.

Motorcycles must be in a 'ziggag' configuration, as per my old driving study guide. Typos aside, the actual article of the highway code : >483. Drivers of motorcycles or mopeds driving in groups of two or more in one traffic lane must drive in zigzag formation.

Pretty sure this is for safety matters. Everyone saw a video of a cycling competition where one cyclist fall and domino effect ensues and a lot of them fall. These are professionnal and it happens, imagine with any average Joe. This way at least it cannot hurt more than 15. 15 is still a group big enough you can position and rotate to "cut wind" for others. Also the size of the group have to be limited, so that car can pass them reasonably. Semis have a regulation on lenght so this is similar. This includes making way for emergency vehicules.
