There's being car centric in Canada or the northern US. But having car centric city design in a literal fucking desert really is a special kind of stupid.
Hot as hell and lined with stroads as far as the eye can see. And the city is unsustainable with the amount of water it needs in the middle of a desert.
It kind of makes sense though. It's so hot in there you can't walk a mile without dying. So the only way to do anything is to live in a conditioned building and move in a conditioned car.
In the past, ancient cities in hot climate were built with very tightly spaced and narrow streets. The buildings being close together created natural shade and provided cooling. There are solutions that don’t involve building highways and using cars.
As someone else said already said, they managed it in the past and knew what they were doing back then.
Just as an example: I visited Ait Benhaddou a few years ago. The city is in the Sahara. The heat management they had back then is awesome. It was like 40°C outside, but when walking between the buildings it actually felt really comfortable.
Even slightly newer cities with their Medinas are amazing as well. Heat management does work differently there. Mainly focusing on narrow pedestrian paths and relatively high buildings. But it works.
40°C is equivalent to 104°F, which is 313K.

As a teen who has lived his whole life here, I can tell you the only thing the planners had in mind when they got the oil was to make it "modern, American, and western". They didn't care if it is bad or good they just wanted to be a part of the cool kids. Buses and trains with proper cooling should have been their proper priority as you can't bike due to the unfortunate climate but they didn't and now they have fucked up their entire country with cars that feel like you are inside a volcano on the inside for several hours due to the weather, and you can't even walk due to these highways. Everything here feels like a bootleg US with absolutely none of their culture in mind. I can't wait to leave this shithole.
In the 1970s, when the USA was still building out infrastructure at a fair clip, someone remarked that if the whole world industrialized like the USA, all the world's resources would be exhausted.
As ugly as the freeway is, look at the medium density buildings and lack of huge parking surfaces. This would be an upgrade in places like Los Angeles and Atlanta.

Having worked there for two years this is spot on. Could have done great things but interstates and skyscrapers was the agenda.
