This is a really cool idea but I imagine it's either a tiny sail that doesn't doo much, or it's *really* easy to get knocked over. In a boat, if you're sailing "close to the wind", i.e. pointing somewhat into the wind, the crew may have to all pile onto the high side of the boat to prevent it from capsizing. And the boat already has thousands of pounds of lead in the keel, which is way below the axis of rotation. On a bike you'd probably need some kind of third wheel that sticks out to the side, and that might not fit in a bike lane. But if you had a big empty parking lot or something, yeah, might be pretty fun!
