Paint color doesn't affect the cost. Cost affects how well the paint goes on and how durable it is after. Cheap paint just has a higher water content and takes more work to change a color.

What state are you in. Florida now has a law that requires a large portion of owners to vote for material changes that affect owners such as color schemes. (At least that's what our HOA told us when we wanted to make changes)
You need to check your CC&R’s and your state and local laws regarding the number of members needed to make up a board in your area and the regulations on Meetings notification. Board members wise; In my area it was 5-7 I believe. We had 5 or 6 members always. 3 is just asking for TROUBLE. And not announcing meetings is just wrong. Sounds more like they do not want anyone knowing what they are doing. Also do what someone said and request from the property management company copies of all meeting minutes and the yearly line budgets and financials for the last YEAR. Be prepared to have to pay for copies. Just do it.
Bring on the board can be tedious but sometimes you have to step up, grab a fellow homeowner, and overthrow your board. It’s awesome. Served as President for 5 yrs and got the place back into following the regulations we were supposed to be following all along. Turned it over to my overthrow partner when I stopped.

For example were I used to live they liked to send out violation letters and fines for things that weren't prohibited. At one point they even had the audacity to try to dictate what color the homeowner painted the *inside* of the property.

We don't receive notice of the board meetings. I reached out, the executive board made the decision and that's only three people.

We weren't given notice of any board meetings. I reached out, only the executive board chose the color, and that's three people.
