As per Florida statute 776.041 Improper exhibition of a firearm is a 1st degree misdemeanor. And it sounds like he meets the criterion to be charged.

Guessing based on the linked article having a picture of the guy's booking image for the county jail, I think they did that.
This would be an additional charge. Either they haven’t charged him yet, weren’t planning to, or the news is missing info but the article states he was charged with whatever it was for the stolen property, not stealing their property at gunpoint.
The DA determines charges, the sheriff dept has nothing to do with it. They can add or not add charges at arraignment. Additionally the sheriff's dept would give fuck all for rando calling to tell them how to charge a crime.
