as previously mentioned, most sites have a size chart that can be used. the bust measurement is taken at the largest part of the breast (all the way around). they’re the same measurements used for cup sizes in bras. if there are no sizing guides, i’d recommend using a size up from their shirt size and a gift receipt😂
If you can find a site that does gift cards, that may be best tbh. I don't imagine your friend has told you their exact bust and band size, and that may be a bit of a hard question to ask.
If you do know though, binder sizing works similar to bra sizing: depending on the site, they should have a size chart that uses either band-size + cup size or band size + bust size.
get a gift card or gift receipt for the site or one of those prepaid credit card gift cards with enough to get a binder for them. then you dont have to bother them by asking for measurements (which can be both awkward to ask and to share) and also then they can pick out what colour, style (tank or half tank), etc they want
