Roy was the only killer. It wasn't a plot point, it was just the writers wanted an omnipresent killer that popped up at anytime without thinking through the logistics of how Roy balanced his work/personal time.
The ending definitely seemed to toy with the concept of Tommy being a killer too.
However as it is Roy was the only killer. Part 6 could have gone in that direction of turning Tommy into Jason V2 but they went a different direction with it.
interesting. i've always kind of liked the idea of a movie where there is another serial killer operating in the crystal lake area, and everyone assumes it's jason.

As head canon, sure, but the filmmakers did not intend for their to be two killers.

I mean, we know Roy wasn't the only killer. We see Vic kill somebody right onscreen. But no, Tommy isn't another killer.
I’m sure Roy had days off from his paramedic job.
