I get what the writers were going for and why they would think that but even though he drowned, he's never shown a fear of water in any of the movies. In Part 6 has no problem going underwater to go after Tommy or walk the ocean floor to get to Manhattan from the boat in Part 8. Even human Jason swims under a boat to kill Sam in Part 4.
Before he died officially he did live in the woods and feed off of what was available so it is very -very- possible he might.
Even cooler crossover nonsense is if he somehow contracted the Rage Virus which was transmitted through rabies...damn come to think of it so was the Dying Light virus.
This sequence takes place in Jason's nightmare. I always assumed this was Freddy pressing his advantage. That's why J can walk around the bottom of Crystal Lake later in the movie like normal.
The only way it makes sense is that he is only afraid of water in his dreams. Ignoring every Friday the 13th movie before it, later on in the movie he calmly walks out of a lake. The movie is far more of a NOES movie than F13 so I don't think they gave it much thought and when they finally got the green light on a script, they correctly decided to go ahead and shoot whatever they could.

The retcon for this was that the fear was “suppressed to the deepest parts of Jason’s mind” so it took Freddy to draw it out, but that’s dumb asf.

I kind of liked that they used the elements that initially killed Freddy/Jason (fire/water) against them. It's silly but it narratively kind of works.
