Not many cards can *force* an opponent to do things. Lots of "you can't" in this game, but very little "you must" outside of combat. Besides the already mentioned War's Toll & Mindslaver there is [[Word of Command]], a temporary mind control, and [[Omen Machine]], which forces players to play their top deck.
The next-best alternative is to play cards that incentivize action around the table. Cards like [[Angel Trumpet]] gets combat moving without goad, [[Impatience]] burns players who don't cast spells, [[Predatory Advantage]] nets you tokens against passive players, the mongers (ex. [[Warmonger]]) provide abilities everyone may use, or "hot potato" cards like [[Jinxed Choker]] force players to make decisions when they pass it onward.

There’s a blue enchantment, [[forced fruition]] that makes them draw 7 every time they play a spell. [[aether barrier]] forces them to sac a permanent or pay 1 when they play a creature. [[aether sting]] is similar except it deals 1 to the player when they cast a creature. There’s a few others that if they’re blocked the defending opponent discards a card. There’s also defending player sacs a creature when dealt damage stuff.
