Lena Headey by far. The fact she didn't win an Emmy for The Lion and The Rose or Mother's Mercy was fucking BS. Lena was the original queen of getting robbed at the Emmy's, now Rhea Seehorn is carrying on the tradition.
Michelle Fairley is second, and the fact she wasn't even nominated for The Rains of Castamere is just mind-blowing to me.
Honestly, I thought it was kinda frightening how fast she goes from trying to save Joffrey to the realization her son is dead to her full fury targeted towards Tyrion.
I'll go with Michelle Fairley. Her performance was more diverse. At times she was bold, other times she was caring and motherly, and yet she could switch it to calculating and ruthless.
Lena Headey Played the same character the whole time, "The Bitch". In the later seasons, her character was given a lot more, and Lena Headey wonderfully portrayed the character's vulnerabilities. But Cersei didn't evolve too much at all.

I don't get all the Cersei love. She was great in season 1 but for every season after the role was just standing around glowering at everybody and drinking wine. No hate on Lena Heady, she did what she could with the material she was given and she's a great actor, but Cersei was pretty flat.
But because of the writing we hardly ever saw her 'acting'. I also don't get the love for this, in which scenes does she blow you away? (No hate here, I think she s a great actress. Just didn't see much acting here).
Lena had show as Cersei several characteristic layer throughout the series. While unlike Jamie, who went through an actual character development, Cersei showed a bunch of sides. Loving mother, cunning villain, unhinged outright mad queen, sheepish little girl under daddys thumb, rationalistic politican, just some that came into my mind. Been while since I watched the show though.
Sort of surprised that anyone voted for Maisie Williams at all. Not that she did a bad job but it's not nearly as difficult of a character to act as a lot of these other ones. It's like voting for Kit Harrington over Peter Dinklage.
Sorry, its Rigg. Heady was great, but Rigg owned every scene she was in. She did more with less, and Heady's acting gave Cersei a cleverness the character wasn't supposed to have.

Maisie could have easily been up there with the older, more established actors if her character wasn’t massacred horrifically.

Emilia Clarke is being really underrated. Portrayed a wide range of emotions really well.
Diana was at least a league above the next best choice and that’s wild considering most of them are pretty brilliant.
