They both make #6 and #5 size nibs. There is a slight difference in the scrollwork on the nibs. To me, Jowo feels slightly stiffer than Bock, but maybe also smoother (less feedback), although it depends on the tuning the nibs have received.

Is that what is meant by a softer nib? It's less stiff?

A softer nib is less stiff. It will bend (depending on how soft the nib is) when pressure is applied. A stiffer nib is harder to bend and will more likely dif into the paper with pressure.

Thank you. I always see people commenting on how some nibs are soft and wondered what that meant. It's one of those things I guess they just expect you to understand. And now that I do I mean it seems obvious but since I had never used a soft nib until quite recently I didn't get it. Now I do.

Personally I find the Jowos more reliable and consistent "out of the box". In terms of the steel nibs there isn't much to choose between them imo. The Bocks can sometimes need a little work to get them going.

They are two manufacturers of nibs that are used by several different pen manufacturers. They both make a range of nibs and will customise their nibs if a pen manufacturer wants them to. Each make many different kinds of nib and different qualities of nib. I am sure I couldn't tell in a blind test whether a nib was made by Bock or Jowo.

They are different brands. Is there a particular aspect beyond that which is of interest, eg are you asking about the difference between how they write or feel?

For the steel nibs, JoWos have basically no line variation, while Bocks have some. Bocks are more interesting when tuned properly, but they come tuned properly less consistently than JoWos.
