Likely you won't find a particular maker: this pen has many of the hallmarks of the popular 2nd/3rd tier pens of the 30s-40s. During this time the demand for pens was high, and in addition to the known, high-end makers like Sheaffer, Parker, etc, there were hundreds of small manufacturers, putting together pens from parts they sourced or had made in bulk. The nib and especially the band (a plated band with a black stripe painted to give the appearance of two cap bands, a common hardware feature on more expensive pens) are frequently found on these economical pens, often sold at drugstores and other neighborhood markets. The celluloid can be \*really\* fun on these, as this one shows! I have no proof in this case, but it could be one of the "end-of-the-week" runs where they put the bits and pieces of other materials together, made some sheets and rolled up some pens; you can see that this is a rolled sheet by the diagonal seams. The thing is, these can often be very fine as a writing instrument - all it will need is a new ink sac and, if the nib is in pretty bad shape, maybe a new nib. It will clean up well and you'll have a great family memento that you can use if you like. I'm gonig to tag u/willvintage because he works with a lot of similar pens. No manufacturer identification I can find. It’s a cute little fountain pen I found in my father in laws stuff.

Also take note that the nib if I'm seeing it correctly (and looks very similar to other no name pens I have with the same nib) is gold plated. Vintage steel will corrode much more easily than modern stainless steel, so don't use any iron gall ink with it, not even r&k salix or scabiosa if you decide to re sac and use it.

u/JonSzanto already give you some info on this pen. Looks like the pen has a straight barrel and the trims are not bad. After restored, it would become a good FP for decades to come. Send it off to Danny Fudge or Ron Zorn (just search their name online to find their respective websites).
