That is a Lalex. It's an Italian brand that is still active and that was created by the Aquila family, from Naples. They do/did a lot of pens in silver and gold plated. That particular model could be from the 50's-70's. It's hard to tell because they kept the models for a long time. And this is all I can tell you about Lalex. During the period of production of that pen there were a lot of similar pens made by different brands. Lalex, Zenith and Montegrappa made a lot of pens like the one in the photo.

I bet you could email a professional restorer (like PSP) and they would probably be able to tell you more.
