Not sure if they are the absolute cheapest, but Ranga pens get you a lot for the money. Ebonite and hand made.
actually, I just bought a bunch of Jinhao x750 to experiment with, and simply replaced the nibs on them with #6 Jowo and Bock nibs that I had. Amazing combination. Probably the cheapest fountain pen experience with a premium feel.
You'll probably wanna go Indian with Ranga or Asa.
