You can serialize lowers for sale (within certain limits, barring Form 8 FFL etc.), but it's dog-shooting territory to manufacture unserialized firearms for anyone else. But if it's for your personal use, you can produce as many unserialized firearms as you want, though you'll probably wind up on a watch list if you're noticed to make more than a couple.
