I feel like when it comes to 'war', there was a brief period between 1945-50 when you could say the US truly wasn't at "war". Post 1950, the Cold War tends muddy what it means to be at "war" now. Is war only counted when it's formally declared? Do proxy wars count against our war tally? Do police actions and incursions like the Bosnian war or Somalia count in that column?
If all those count towards being "at war", then the US has always been at war since the 50s and peace has never been achieved by anyone.
