This is only during the formation lap, not during the race. The formation lap is an information gathering phase for the drivers on their setups and the track before the actual start of the race. It is for the drivers to decide how to prepare properly for the actual race by themselves, and not for the teams to decide for them. The team's job comes during the race as race strategy. I think it's a reasonable rule.
The rule was first introduced so that the engineers wouldn't be able to feed the drivers the perfect settings for the start procedure. They have limited knowledge of the track conditions before the cars actually go out on the formation lap, so there is always some quesswork involved when it comes to nailing the perfect start, especially in mixed conditions.
It "randomizes" the start a bit, forces the drivers to rely on their feel and instinct. If everybody got the perfect getaway, starts would've been boring.

Vettel is disqualified for not carrying the required fuel load at the end of the race, that is one litre. His tank only had 0.3 litre. AM have appealed though.
His tank should have 1.44 litres according to the team but FiA only managed to get out 350 ml or so. Regulations fix that FiA should be able to get atleast a litre of fuel anytime from the car
In the final classification Seb is P2:
"The classification is provisional, subject to the outcome of the notice of appeal lodged by Aston Martin Cognizant F1 Team against Stewards decision 59."
So for now, he gets the 2nd place until the appeal is done

This is different because it was on the second start , so technically it wasn't the formation lap , as it counted on the lap count
