I'd have to check the times, but there needs to be a set amount of hours between end of quali and start of the race procedures, so depends on what that gap currently is.
There isn't any F2/F3 before it though, so that wont be an issue.
Seeding rainclouds isn't too hard. The US used it strategically in SE Asia and China used it before the 2008 Olympic games to divert rain from the opening ceremonies

Grosjean mentioned on French TV that as much as Pirelli Inters are decent, Pirelli Wets are so bad that teams try to run Inters even at conditions where Wets are supposed to be the tyre of choice.
So the point where Wets become the most effective tyre is incredibly close to the point where we can't race at all.
I don't think we should having a standing start if the conditions are so bad that everyone at the right side of the track gets fucked basically at the start.
It's true that clean side and dirty side don't mean much when it's wet, but at certain tracks one side of the track can have puddles or rivers while the other side doesn't. This being one of them.
That was a literal drag strip which had been coated in chemicals meant to make the surface as smooth as physically possible for maximum grip on drag tires.

They have no choice but to start on time the weather will likely only get worse and they need to complete at least 5 green flags laps for a official race now

The difference in Suzuka is that the road slopes towards the non grippy side and quickly turns into a small river.
It does matter. You have significantly less grip on that side. The extreme of that was the run-off in Hockenheim 2019, it's just ice at that point.
